LITTLE BOSTON ? The Port Gamble S?Klallam Tribe is the first tribal nation to have a federal agreement enabling it to govern its own adoption, foster care and guardianship programs.

Adoption, foster care and guardianship ? known as Title IV-E programs ? whether under the control of states or tribes, are overseen by the U.S. Department of Health and Human Services.

At a signing ceremony Thursday in the S?Klallam House of Knowledge, Port Gamble S?Klallam Chairman Jeromy Sullivan thanked officials from Health and Human Services, the Department of Social and Health Services and the Administration for Children and Families for their part in making the transition happen. But many of those people in turn thanked Sullivan and the S?Klallam government.

?This tribute is really to you, it?s a tremendous moment in government to government relations,? said George Sheldon, assistant secretary of Administration for Children and Families. ?It?s the first of its kind.?

At the ceremony, Sullivan also thanked the previous years of tribal leadership for their work getting the Tribe to this point.

?We?re proud that our Tribe has qualified to administer its own foster care and adoption program,? Sullivan said previously. ?The real winners here will be Tribal families that choose to open their homes for fostering or adopting children. With our own program, we?ll be able to provide dedicated staff and grow services that support these families.?

In 2008, federal legislation was passed allowing the nation?s tribes to run their own Title IV-E programs with reimbursement from Health and Human Services. Up until this time, tribes collaborated with states on adoption and foster care.

Port Gamble S?Klallam now internally administers all Health and Human Services social services, including those related to Temporary Assistance to Needy Families, other child welfare services, and child support assistance.

Jolene George, Port Gamble S?Klallam?s director of Children and Family Services, said with the return to a federal partnership, the Tribe will now see a full reimbursement for services claims, rather than partial reimbursement from the state system.

?It means we can provide [foster children and families] better support services,? she said. ?The children stay within our program, in our own tribally licensed homes. We don?t see them drifting.? The program provides weekly mental health therapy to those in out-of-home placement, as well as assistance at school and the youth center.

S?Klallam culture provides much of the support structure, George said, as even those in guardianship are often placed with community members they consider family. There are currently 28 children in Port Gamble S?Klallam?s foster care system.

Juanita Holtyn has taken care of her granddaughter, Aaliyah Sullivan, 4, since she was a year old.

?I?m all she?s ever known,? she said. ?She calls me Grandma-Mommy.? Holtyn said leaving the decisions of guardianship and foster care up to the Tribe is very important.

As defined by Health and Human Services, foster care programs run by states or tribes ?provide safe and stable out-of-home care for children until the children are safely returned home, placed permanently with an adoptive families or placed in other arrangements for permanency.?

According to DHHS, in 2007, 496,000 children were in foster care throughout the United States, while in 2008, 381,000 children per month were receiving assistance through IV-E programs.

NEW YORK (AP) ? Interest in the newly released 1940 U.S. census is so great that the government website with the information was nearly paralyzed shortly after the records became available to the public for the first time.

Miriam Kleiman, spokeswoman for the U.S. National Archives, told The Associated Press that the site registered more than 22 million hits in just four hours on Monday, from almost 2 million users. In a tweet posted after 5 p.m. on its official Twitter account, the archives said the website had received 37 million hits since the information was released at 9 a.m.

Computer experts were working on the site to bring it up to speed as soon as possible. A notice posted on the website early Tuesday said some improvements had been made and that "further enhancements" would be made on Tuesday. The public was thanked for its patience.

The government released the records for the first time after 72 years of confidentiality expired.

It's the largest collection of digital information ever released by the National Archives. The records allow individuals and families to learn details about their past.

Susan Cooper, a second spokeswoman, said the problems began as soon as the information was released on the website. She termed the problems a "virtual traffic jam."

"The problem is, we just weren't expecting the huge volume that we got," Cooper said.

"We're adding a lot more servers, a lot more muscle to the website," she said.

Bob Timmermann, 46, a librarian from Tujunga, Calif., said the lure of the 1940 census is that, "You find out if what your parents told you about their lives was actually true."

He said he had tried for several hours Monday to access data, but was unsuccessful. "People just need to be patient," he said.

More than 21 million people still alive in the U.S. and Puerto Rico were counted in the 1940 census. The census followed a decade when tens of millions of people in the U.S. experienced mass unemployment and social upheaval as the nation clawed its way out of the Great Depression and rumblings of global war were heard from abroad.

Monday's release includes digitized records for details on 132 million people. Access to the records is free and open to anyone online, but they are not yet searchable by name.

For now, researchers will need an address to determine a census enumeration district ? a way to carve up the map for surveying ? to identify where someone lived and then browse the records.

Every decade since 1942, the National Archives has made available records from past censuses. The records, which include names, addresses and income and employment information, are rich with long-veiled personal details.

Writing in a Coffee Shop ? Speaking of Words and Quilts

One of my goals for this spring break was to take my laptop to a coffee shop and write.? Just about every time I enter into a coffee shop, I see people with laptops.? Clearly, there is a portion of the population who find them productive places to work, and I wanted to see if it worked for me, if pushing myself out of my quiet writing comfort zone worked or if I found it horribly distracting.

When I told my husband my plan, he responded by telling me about his good friend who works in coffee shops just so he can check out all the good looking moms who go in during the work day to meet with their friends though my devoted hubby swears he?s never carted his laptop into Starbucks to work.? Hmmmm.

My concerns with writing in a public place were that I?d see people that I know since I live and teach in a small town.? I worried that I?d spend my entire allotted writing time catching up with someone.? I was also concerned that it might be too noisy or that I?d spend my entire time watching everyone else since I am an avid people watcher.? My last concern was that I?d feel self-conscious and silly trying to write in public and that would squash my creativity.

I hoped that the change in venue would jumpstart the writing goals I had set for this week off of work, so Saturday afternoon, I packed up my clipboard filled with paper, my favorite writing pen, my favorite writing book for when I?m stuck, and my laptop.? I wanted all bases covered.? I chose a smaller shop for my experiment, and I went all the way to town, forgoing the small shop in my community, in which I was sure to see friends or students.

When I first walked in, I knew the first person I saw, the cashier.? Uh oh. She greeted me by name and began to chat, so I decided to sit on a couch out of sight of the front counter though knowing her did come in handy when she called out, ?Amy, these your keys on the counter?? They were.

I ensconced myself in the rear corner of the shop on a comfy couch, and I didn?t feel self-conscious at all.? I began by writing by hand which I often do, but quickly switched to my laptop.? The words flowed. A few people came in and out of the shop, but it was relatively quiet other than the employees chatting.? I ended up writing over 1800 words and liking what I wrote. For me, this is a successful writing session.

I?m not sure that writing in a public place is something I would want to do every day or even every month, but to jumpstart my writing, it worked.

Apparently, my muses like the occasional latte too.? They definitely came to visit.
