Usher Stepson's Jet Ski Accident: More Details Emerge

Incident report released to MTV News identifies a family friend as the man who struck Kyle Glover with a Jet Ski.

<P>Details from the tragic Jet Ski accident that left <a href="/news/articles/1689206/ushers-stepson-declared-brain-dead-after-jet-ski-accident.jhtml">Kyle Glover</a>, stepson to R&B superstar <a href="http://www.mtv.com/music/artist/Usher/artist.jhtml">Usher Raymond</a>, brain dead continue to emerge. The incident report, obtained by MTV News from the Georgia Department of Natural Resources, identified Jeffrey S. Hubbard as the vehicle's operator.</P><P>According to the report, Hubbard was operating the watercraft in Atlanta's Lake Lanier when he ran over two juveniles being towed on an inner tube by another boat at approximately 3:25 p.m. ET on Friday. Both of the injured children were flown to Children's Healthcare of Atlanta at Egleston. While the incident report didn't identify any of the injured by name, it has been reported that 11-year-old Kyle Glover sustained a head injury and had been declared brain dead by doctors, but officials have <a href="http://www.ajc.com/news/reports-ushers-former-stepson-1473926.html">declined</a> to speak on his condition, citing privacy issues. The second victim, a 15-year-old girl, is said to have suffered a cut on the head and a broken arm.</P><P>A media representative at Georgia's DNR told MTV News that Hubbard was no stranger to Glover and that he was a friend of the family. Glover's mother, Tameka Foster, <a href="http://www.radaronline.com/exclusives/2012/07/usher-stepson-kyle-glover-critical-condition-jet-ski-accident-tameka-foster">spoke</a> to RadarOnline, simply saying, "He's bad."</P><P>According to the site, the distraught mom also took to her Facebook page to send this message: "Kyle, You are strong.. You'll be saved I know it. I love you my baby. I need all #Prayers for my son! thanks you everybody!"</P><P>Foster and Usher were married in 2007, but <a href="http://www.mtv.com/news/articles/1613894/usher-files-divorce.jhtml">divorced two years later</a> in 2009 and are currently going through a custody battle. They are both reportedly at the hospital.</P><P>This tragedy comes a month after <a href="http://www.mtv.com/news/articles/1687847/usher-billboard-looking-4-myself.jhtml">Usher released his latest #1 album</a>, <i>Looking 4 Myself.</i></p>

Taliban claim Afghan blast that killed 6 US troops

(AP) ? The Taliban took responsibility Monday for a bomb blast in Afghanistan that killed six American troops, while other militants launched suicide attacks on two police headquarters that according to officials left seven attackers and two children dead.

German Brig. Gen. Gunter Katz, a spokesman for the U.S.-led coalition, said the six Americans were killed on Sunday when their armored vehicle struck a bomb planted in eastern Afghanistan. He said a seventh American soldier was killed in a separate insurgent attack in the south.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the attack in Wardak province, just south of Kabul, in a statement. They were the latest American casualties from bombs planted by insurgents along roads, paths or mountain tracks.

Coalition and Afghan forces are trying to secure areas of Wardak that insurgents use as gateway into the Afghan capital where they stage high-profile attacks on Afghan government and NATO targets.

Wardak provincial police chief Gen. Abdul Qayum Baqizoi said that after the explosion in Jalrez district, a coalition airstrike killed a local Taliban commander and wounded three insurgents.

In the south, three suicide bombers riding in a three-wheeled vehicle blew themselves up Monday afternoon in Kandahar city, killing two children and wounding six other civilians, said Kandahar provincial spokesman Ahmad Jawed Faisal.

A short time later, three more suicide bombers tried to attack the police headquarters in Kandahar, but were gunned down by police before they could get into the compound, Faisal said. The incident was still being investigated, but Faisal said authorities suspect that the three attackers in the vehicle, a form of miniature pickup known as a zaranj, were headed toward police headquarters when their explosives detonated prematurely.

Two policemen and four civilians were wounded in the 90-minute gun battle around the police headquarters.

A surge in Afghan and coalition forces during the past two years has routed Taliban fighters from many of their strongholds in the south, but the insurgents have stepped up their attacks this summer to take back key areas.

Militants also attacked a police headquarters building in Shibirghan, the capital of Jawzjan province in the north.

Provincial governor Mohammad Aleem Saaie said a suicide attacker on a bicycle blew himself up near the headquarters. He said 26 people were wounded, including two policemen, a doctor and a prosecutor.

"This was another attack against innocent civilians," said Gen. Abdul Aziz Ghairat, the provincial police chief. "The majority of the wounded people are civilians."

In other violence, authorities said gunmen assassinated a chief prosecutor in Ghazni province in eastern Afghanistan Monday morning as he drove to work. Mohammad Ali Ahmadi, the deputy provincial governor, said Sahar Gul was shot twice ? once in the head and once in the chest.

The Taliban routinely target Afghan government officials to weaken support for President Hamid Karzai's administration.

Separately, President Hamid Karzai on Monday condemned the public killing of a married Afghan woman who was accused of allegedly running off with another man.

In a statement, Karzai called the execution-style slaying an unforgiveable crime. A video of the killing, which surfaced recently, showed the woman being shot multiple times as people stood nearby cheering.

Before it collapsed in 2001, the hardline Taliban regime carried out public executions of women, mostly for adultery.

Police in Shinwari district of Parwan province say the Taliban were behind the woman's slaying, which occurred about up to 12 days ago.

Karzai's condemnation comes as donor nations met in Tokyo to pledge $16 billion in aid for Afghanistan. The donors expressed strong concerns over how the money will be handled and also called on Kabul to improve human rights, especially women's rights.

"Such a crime is unforgivable in the sacred religion of Islam and the laws of the country," Karzai said.

The U.S. Embassy in Kabul and the top commander of U.S. and NATO forces on Sunday also condemned the killing of the woman.

(AP) ? Justin Bieber is used to attracting crowds. But he had at least one follower too many when somebody tailed him on a Los Angeles freeway, and it led to a speeding ticket for the teen idol.

The singer of "Boyfriend" and "Baby" was cited for driving in excess of 65 mph at about 10:45 a.m. Friday, after calls came in complaining of a freeway chase on southbound U.S. Highway 101 near Studio City, said Officer Ming Hsu of the California Highway Patrol.

The 18-year-old crooner told officers he was being chased by paparazzi, and investigators confirmed he was being followed by at least one vehicle, Hsu said.

"The second vehicle left the area and there's a search to find that driver," Hsu said.

Hsu did not have a description of the other vehicle.

A call and an email to Bieber's publicist weren't immediately returned.

The claim of a chase is backed by an unlikely eyewitness, Los Angeles City Councilman Dennis Zine, who called authorities after seeing Bieber's distinctive chrome Fisker Karma being chased by five or six other cars.

On his morning commute to City Hall, Zine, who spent 33 years as a police officer, said he saw Bieber's sports car drive up behind him and zoom around him, weaving wildly in and out of traffic while five or six other cars gave chase.

Zine estimated the chase exceeded 100 mph as paparazzi engaged in wild maneuvers to keep up with Bieber, including driving on the shoulder and cutting off other vehicles.

Zine said Bieber was breaking the law by driving recklessly and speeding, and the paparazzi were breaking the law by hounding him.

"This was very bizarre, very outrageous and showed a total disregard for life and property," Zine said.

Zine, a witness to countless crashes and fatalities during his time as an officer, said he was surprised no one crashed.

"The way (Bieber) was driving was totally reckless, I would have arrested him if I had pulled him over," said Zine. "I wouldn't have given him a ticket and let him go."

Friday's incident isn't the only time the floppy-haired singer has had conflict with paparazzi. In May, a photographer called authorities, complaining he was roughed up by the pop star in a shopping center, The Commons at Calabasas.

Authorities said the scuffle happened when a photographer tried to snap photos of Bieber and his girlfriend, teen actress Selena Gomez.

In April 2011, Bieber called off a meeting with the Israeli Prime Minister Benjamin Netanyahu in Jerusalem, saying he cancelled, in part, because he didn't want to face the country's notoriously aggressive paparazzi.

UK's thoroughly modern royals? Not exactly. Commoner Kate has to curtsy.

The British monarchy has raised eyebrows by updating a rulebook to include guidelines on how the Duchess of Cambridge Kate Middleton, who has no royal blood, must acknowledge the "blood princesses."

News that the Duchess of Cambridge Kate Middleton, the probable future queen of England, has been instructed to curtsy to her husband?s younger cousins has caused some surprise here, where she has quickly come to be regarded as one of the most senior members of the royal family.

Queen Elizabeth II has approved an update of the Order of Precedence in the Royal Household, a sort of manual of court rules, that has been amended to take into account the addition of Kate, who married Prince William last year.

The Order now states that Kate, who has no royal blood in her veins, must curtsy to the ?blood princesses?: the Princess Royal, Anne; Princess Alexandra, the granddaughter of George V; and the daughters of the Duke of York, Princesses Beatrice and Eugenie; when she is not accompanied by her husband.

When Kate is with William, she need not curtsy to the blood princesses, but even in his presence she must curtsy to the Queen and Prince Philip; her father-in-law Charles, the Prince of Wales; and his wife, the Duchess of Cornwall.

It has come as a surprise to some that the royal family should spell out such an arcane piece of protocol at a time when it is seeking to project a more modern image. Kate, with her relaxed, easy manner, is considered to have been great asset in this endeavor.

The royal family is also attempting to pare itself down and present a more compact group of key family members at public events. During the Diamond Jubilee Celebrations earlier this month only Prince Charles, Camilla, William, Kate and Harry joined the queen on the balcony of Buckingham Palace.

Ten years earlier, at the Golden Jubilee events, all the queen?s four children stood alongside her.

"It is quite apparent that the more distant royals are being phased out, in terms of their duties and privileges, although it will be done slowly,? says Liz Brewer, an expert on etiquette among the British upper classes. ?But this is the form, this is how things are done, and there are certain rules that you follow. Once you start to say, let?s forget that one, the whole thing starts to fall apart.?

She cites as an example of this general rule the relaxation of protocol at Royal Ascot ? an annual horse race attended by the queen, a racing fanatic ? governing which people are invited into the royal enclosure.

?Once those rules were relaxed the dress code got more and more inappropriate until you had people with short dresses flying up and all that sort of thing,? says Ms. Brewer.

This year, the organizers sought to undo the damage with an exacting new dress code that specified skirts of knee-length or longer and hats ?with a base of four inches or more.?

The order was last updated in 2005, following Prince Charles?s marriage to Camilla Parker-Bowles. That change clarified that neither Princess Anne nor Princess Alexandra would have to curtsy to Camilla when Prince Charles was not in the room.

One of the biggest questions surrounding the new update of the order is whether Kate Middleton is expected to curtsy to the younger princesses when the royal family is relaxing in private. If she is, it must come as a relief that?Debretts, which has published a heavy ?Peerage and Baronetage? tome since the 18th?century, defines the curtsy as ?just a short bob (not a full ground-sweeping dip).?
