Iraq pulls licenses of Al-Jazeera, other channels

BAGHDAD (AP) ? Iraqi authorities announced Sunday that they had revoked the operating licenses of pan-Arab broadcaster Al-Jazeera and nine other satellite TV channels, alleging that they are promoting a sectarian agenda as the country grapples with a wave of violence.

The move, effective immediately, comes as Baghdad tries to quell rising unrest in the country following clashes at a protest camp last week.

More than 180 people have been killed in gunbattles with security forces and other attacks since the unrest began Tuesday. The violence follows more than four months of largely peaceful protests by Iraq's Sunni Muslim minority against the Shiite-dominated government.

Al-Jazeera, based in the small, energy-rich Gulf nation of Qatar, said it was "astonished" by the move.

"We cover all sides of the stories in Iraq, and have done for many years. The fact that so many channels have been hit all at once though suggests this is an indiscriminate decision," it said in an emailed statement.

"We urge the authorities to uphold freedom for the media to report the important stories taking place in Iraq," it added.

The channel has aggressively covered the "Arab Spring" uprisings across the region, and has broadcast extensively on the civil war in neighboring Syria. Qatar itself is a harsh critic of the Syrian regime and a leading backer of the rebels, and is accused by many supporters of Iraq's Shiite-led government of backing protests in Iraq too.

Iraq and other governments across the Middle East have temporarily shut down Al-Jazeera's offices in the past because they were disgruntled by its coverage.

The other nine channels whose licenses were suspended by Iraq's Communications and Media Commission are al-Sharqiya and al-Sharqiya News, which frequently criticize the government, and seven smaller local channels ? Salahuddin, Fallujah, Taghyeer, Baghdad, Babiliya, Anwar 2 and al-Gharbiya.

In a statement posted on its website, the commission blamed the banned stations for the escalation of a sectarian backdrop that is fueling the violence that followed the deadly clashes at the Hawija camp on Tuesday.

Iraq's media commission accused the stations of misleading and exaggerated reports, as well as of airing "clear calls for disorder and for launching retaliatory criminal attacks against security forces." It also blamed the stations for promoting "banned terrorist organizations who committed crimes against Iraqi people."

The decree states that if the 10 stations try to work on Iraqi territory, they will face legal action from security forces.

Signals of their broadcasts, however, remained available to Iraqi viewers Sunday.

The decision came as Iraq's embattled Shiite Prime Minister, Nouri al-Maliki, made a rare appearance at an official funeral for five soldiers killed by gunmen in Iraq's Sunni-dominated Anbar province Saturday. Local police in the province said the soldiers were killed in a gunbattle after their vehicle was stopped.

The United States Embassy condemned the killing, and described the soldiers as unarmed.

"There is no justification for this crime, and we welcome the calls by local and national leaders in Anbar Province to bring the perpetrators to justice as soon as possible," it said in a statement Thursday evening.

The Embassy last week raised concerns about the clashes in Hawija, without assigning blame for the incident. In its latest statements, it again called for an urgent and transparent investigation.

Authorities gave protest organizers a 24-deadline to hand over the gunmen behind the killing or face a "firm response." No one has been handed over and the deadline passed.

Wrapped in Iraqi flags, the five caskets were loaded on military trucks next to flower bouquets, as soldiers held pictures of the deceased and grieved families gathered outside the Defense Ministry building in Baghdad's heavily fortified Green Zone.

"We hope that the chieftains of tribes and key figures in Anbar province who carried out an honorable role and condemned the act will exert their utmost efforts to hand over the killers," Ministry spokesman General Mohammed al-Askari said. "Certainly we support the peaceful solutions of wise men," al-Askari added.

2 police shot outside Italian premier's office

ROME (AP) ? A prosecutor says Italian politicians were the intended target of a gunman who shot and wounded two policemen in a crowded square outside the premier's office in Rome.

The attack Sunday came just as Italy's new government was being sworn in elsewhere in the city. Italy has suffered political deadlock since an inconclusive February election.

Rome Prosecutor Pierfilippo Laviani told reporters he had questioned the alleged assailant, who was taken to a hospital with bruises after being wrestled to the ground.

Laviani says the "desperate" gunman had "lost work, had lost everything." He said the man "wanted to shoot politicians, but given that he couldn't reach any, he shot the Carabinieri" police at the edge of Chigi Square.

Laviani said the man "confessed everything" and didn't appear mentally unbalanced.

WASHINGTON (AP) ? President Barack Obama says the congressional fix for widespread flight delays is an irresponsible way to govern, but he's prepared to sign the legislation that lawmakers fast-tracked.

He says the bipartisan bill to end furloughs of air traffic controllers is a "Band-Aid" solution rather than a lasting answer to this year's $85 billion in across-the-board spending cuts known as the sequester.

The cuts have affected all federal agencies, and flight delays last week left thousands of travelers frustrated and furious and Congress feeling pressured to respond.

"Republicans claimed victory when the sequester first took effect, and now they've decided it was a bad idea all along," Obama said in his weekly radio and Internet address, aired Saturday.

He singled out the GOP even though the bill passed with overwhelming Democratic support in both the House and Senate.

The president scolded lawmakers for helping the Federal Aviation Administration while doing nothing to replace other cuts that he said harm federal employees, unemployed workers and preschoolers in Head Start.

"Maybe because they fly home each weekend, the members of Congress who insisted these cuts take hold finally realized that they actually apply to them, too," Obama said.

Rushed through Congress with remarkable speed, the bill marked a shift for Democrats who had hoped the impact of the cuts would increase pressure on Republicans to reverse the broad cuts.

Republicans have rejected Obama's proposal to replace the spending reductions with a mix of spending cuts and tax increases.

"There are some in the Obama administration who thought inflicting pain on the public would give the president more leverage to avoid making necessary spending cuts, and to impose more tax hikes on the American people," said Rep. Bill Shuster of Pennsylvania in the Republican address.

Shuster, chairman of the House Transportation and Infrastructure Committee, said the FAA could have averted the flight delays on its own by cutting costs elsewhere and rejiggering work schedules, but chose not to do so.

The bill signed by Obama would let the FAA use up to $253 million from an airport improvement program and other accounts to halt the furloughs through the Sept. 30 end of the government's fiscal year.

Faced with the prospect that emboldened Republicans will push to selectively undo other painful effects of the cuts, the White House said Friday that a piecemeal approach would be impractical, but wouldn't definitely rule out signing other fixes.

'Lonely' meat-eating dinosaur from Madagascar helps fill in fossil gap

Researchers have discovered the remains of a meat-eating dinosaur named Dahalokely tokana on the island of Madagascar. Dahalokely was between 9 feet and 14 feet (2.7 to 4.3 meters) long.

A new species of dinosaur from the island of Madagascar has been identified.

Dubbed Dahalokely tokana by its discoverers, the dinosaur was a member of a group called abelisauroids, carnivorous dinosaurs from the Cretaceous period that were common in the Southern Hemisphere, according to a news release. In fact, the dinosaur is the oldest abelisauroid to date found on the island of Madagascar, the researchers write online April 18 in the open-access journal PLOS ONE.

Dahalokely was between 9 feet and 14 feet (2.7 and 4.3 meters) long and probably lived only in Madagascar and India. The two land masses were once connected, and were isolated in the Indian Ocean; they broke apart some 88 million years ago. [Image Gallery: 25 Amazing Ancient Beasts]?

The reptile's unusual name ? which roughly translates to "lonely little cattle rustler" ? is derived from the Malagasy language, "rather than the 'traditional' (and Eurocentric) Greek or Latin," paleontologist and project leader Andrew Farke wrote on a PLOS blog.

"A 'dahalo' is a thief ? most often a cattle rustler. We chose this part because our dinosaur was almost certainly a predator," Farke wrote. "'Kely' means 'little,' because the dinosaur was certainly on the small end of things, even for an abelisauroid.

"Finally, 'tokana' means lonely ? and this dinosaur would indeed have been lonely, way out there in the middle of the Indian Ocean with no way to get off the island!" Farke wrote.

The finding is particularly important because it helps fill in a 95-million-year gap in the island's fossil record: Previously, no dinosaur fossils from the period between 165 million and 70 million years ago could be identified in Madagascar.

"We had always suspected that abelisaurids were in Madagascar 90 million years ago, because they were also found in younger rocks on the island," Farke said in a statement. "Dahalokely nicely confirms this hypothesis."

D. tokana was also related to some other famous beasts. "This dinosaur was closely related to other famous dinosaurs from the southern continents, like the horned Carnotaurus from Argentina and Majungasaurus, also from Madagascar," project member Joseph Sertich, curator of vertebrate paleontology at the Denver Museum of Nature & Science, said in a statement.

Sertich told the San Jose Mercury News, "It's not uncommon to find new things when looking in new areas."

The Dahalokely fossils were discovered in the northernmost end of Madagascar, near the town of Antsiranana.
